It’s a WordPress theme standard to have comment enabled on Pages, but it might not be a common preference for WordPress users.
If you happen to install a theme with comment on pages and wonder if the comment can be removed or not, fred not. You can easily removed or disabled comment on pages by going to top right of WordPress Dashboard: Screen Options -> Discussion -> Uncheck the comment value. Please refer to screencast below.
